NOTES ON THE DRAFT ESTABLISH TENT

1.
The draft establishment set out in the attached schedule is necessarily of a tentative nature pending further discussion in Hong Kong, and pending consideration by the Commissioners of the Port Trust to be appointed.

The draft establishment assumes that the staff of the Port Trust will be found by the secondment to it of (a) the Harbour Master (as Port Officer) and those of his staff engaged on duties transferred from the Harbour Master's Department to the Fort Trust, and (b) the Port Engineer and the personnel formerly employed in the Port Engineer's Section of the Public Works Department; the establishment being completed by the appointment of the Chairman and the Secretary.
3. It is proposed that the Port Trust be organised in the usual way;
under Principal Officers responsible to the Chairman and Commissioners, whose responsibilities shall be de-limited as indicated below.
(a) Port Officer.
Nautical Adviser to the Port Trust. He will also be responsible for the control of shipping in the harbour; the control of lights, beacons and moorings; the supervision of the survey and registration of small craft; the licensing of pilots, and the operation of craft belonging to the Port Trust.
(b) Fort Engineer. Engineering Adviser to the Port Trust. He will also be responsible for the inspection and maintenance of engineering works for the supervision of dredging and reclamation operations; and for the planning and construction
of new capital works. It is because it is likely that an importent programme of rehabilitation and development works will be inaugurated in the near future, that a higher salary than that previously attached to this post in proposed in the draft establishment.
(c) Fort Secretary. Administrative assistant to the Chairman and the chief financi 1 officer of the Port Trust. He will be responsible for the financial, secretarial, accountancy and general administrative arrangements, and for the management of the shore facilities, e.g. the Gun Powder Depot.

In general the rates of pay listed in the attached schedule are those current for these posts in 1941. Accordingly any adjustments which may be necessary as the result of consideration of present-day circumstances, certain representations which it is understood already have been made in respect of particular posts, will necessitate corresponding amendments of this draft establishment. In many cases allowances in addition to salary are payable, e.g. residential, rent, and language allowances.
No changes
in these are proposed.

In most cases the rates of pay quoted are applicable to pension ble service, so that further adjustment of these rates will be necessary if the conditions of service of the Port Trust employees do not provide for a pension.
